Edinburgh - congestion issue

Edinburgh’s first-ever referendum – on a transport programme which includes congestion charging and increased transport investment – was held in February 2005. The outcome of the referendum onTuesday 22 February 2005 was an emphatic 'No' - 74% of people voted against the plan; turnout was 62%. The question, below:
